Japan Materials Testing Reactor (JMTR) has been contributing to various research and development activities such as the fundamental research of nuclear materials/fuels, safety research and development of power reactors, and radioisotope production since the beginning of the operation in 1968. JMTR, however, was decided as a one of decommission facilities in April 2017 and it is taken an inspection of a plan concerning decommissioning because the performance of JMTR does not confirm with the stipulated earthquake resistance. As aluminum and beryllium are used for the core structural materials in JMTR, it is necessary to establish treatment methods of these materials for the fabrication of stable wastes. In addition, a treatment method for the accumulated spent ion-exchange resins needs to be examined. This report describes the overview of these examination situations.

JAERI has been conducting research and development on partitioning and transmutation (P&T) technology for long-lived nuclides to develop the double-strata fuel cycle concept, in accordance with the Atomic Energy Commission's "Research and Development of Technologies for Partitioning and Transmutation of Long-lived Nuclides - Status and Evaluation Report" issued in 2000. The double-strata fuel cycle concept consists of four major processes: partitioning, fuel fabrication, transmutation, and fuel processing. The five-year achievement and future perspectives for the technology on these processes are presented in this report. It also provides an analytical study on impacts of introducing P&T technology on waste management, and on deployment of P&T for the future nuclear energy system.

The JAERI has established a cleanroom facility with cleanliness of ISO Class 5: the Clean Laboratory for Environmental Analysis and Research (CLEAR). It was designed to be used for the analysis of nuclear materials in environmental samples for the safeguards, the Comprehensive Nuclear-Test-Ban Treaty verification and research on environmental sciences. The CLEAR facility was designed to meet double conflicting requirements of a cleanroom and for handling of nuclear materials according to Japanese regulations, i.e., to avoid contamination from outside and to contain nuclear materials inside the facility. This facility has been intended to be used for wet chemical treatment, instrumental analysis and particle handling. A fume-hood to provide a clean work surface for handling of nuclear materials was specially designed. The performance of the cleanroom and analytical background in the laboratory are discussed. It can be concluded that the CLEAR facility enables analysis of ultra trace amounts of nuclear materials at the sub-picogram level in environmental samples.
